3. OFFICERS’ REPORTS

At the Regional Transportation Advisory Council (RTAC) meeting today, there was a Seaport person discussing freight connections.
Regarding their effort to quantify freight crowding, can we use this information to promote alternate transit-oriented models rather than continued highway expansion?
The "Seashore Dispatch" of the Seashore Trolley Museum refers to an e-mail location which contains transit-oriented sites. We should try to get associated with this.
We should solicit a volunteer for advocacy. COMMENT (Barry D. Andelman): A new volunteer should be for a specified function, rather than amorphous duties.
B. Barry D. Andelman, APT Liaison to the MBTA
Andy Rubel (of Rubel BikeMaps) called Barry A. Barry wants a report of Car-Free sales.
Barry is working on a report for the T’s Anne Herzenberg about T OPERATIONAL items that don’t work. Please send Barry anything you have. An example of this is a subject we raised long ago, namely the sequence of Red Line train door openings and closings at Park Street. By changing the sequence, time can be saved while still serving the public adequately. In the way of background, the T HAD changed this pursuant to our suggestion, only to lapse into the old habits. This is just an example of operating changes that can improve service with zero expenditure.

New trackless trolleys are getting de-wired.
At today’s RTAC meeting, Herb Pence’s North-South trolley proposal was mentioned as a serious suggestion, rather than a ‘trolley jolly’ dream.
Reconnaissance studies: Proposals to be studied by the Central Transportation Planning Staff (CTPS) should be submitted to Dennis DiZoglio, and should be formulated and proposed by several groups with "standing" in the issue.
4. Old Business:
A. The Framework for Advocacy
Barry A. suggested that a committee should work on details of the Framework.
B. The Purple Line system statement (Ref. APT Board minutes of 14 July 04, paragraph 4B).
This will be referred to Ernest Loewenstein and Fred Moore for revision.
5. New Business
The APT Tactical Method , a draft paper by Barry M. Steinberg: Barry Andelman suggests that a new committee be formed to study this. It should involve a group of those who do not on a regular basis attend Board meetings, including people who used to be active at APT.
6. The next meeting is to be on Wednesday, 8 September 2004.
