Attendance: Fred R. Moore (presiding), John Hostage, Romin Koebel, Ernest V. Loewenstein, Arnold Reinhold and Barry M. Steinberg
1. Motion made by Barry M. Steinberg, seconded by Fred R. Moore, that the minutes of the previous annual general meeting and of the first session of this year’s annual general meeting be approved. Passed unanimously.
2. Election of Board of Directors.
The following were nominated and elected (listed in alphabetical order):

MINUTES OF BOARD OF DIRECTORS MEETING

Attendance: Fred R. Moore (presiding), John Hostage, Romin Koebel, Arnold Reinhold and Barry M. Steinberg. Excused: Carolyn Mieth. All of the above are Board members.
Note: There was no official June meeting because of a lack of a quorum.
1. Election of Officers.

2. Officers’ Reports
President Fred R. Moore:
- The Regional Transportation Advisory Council (RTAC) meetings have been interesting.
Subjects raised:
- There was lot of discussion of the Beacon Park yards.
- Highway expansion has become an issue.
- The Blue Line Extension to Lynn has a higher priority than it did.
- Fred presented his draft Framework for Advocacy for APT, appended to these minutes.
- Clerk Barry M. Steinberg:
- Meeting minutes are now done on the computer and posted on the web site.
- Position papers have been written and also posted on the web site.
- We have been publishing notes (from an APT viewpoint) of the Move Massachusetts meetings and posting them on our web site, as well as providing them to Move Mass. Since this is the only thing Move Mass. has in the way of notes, we are proving ourselves valuable to them, even though for procedural reasons we (APT) have not as of yet formally joined their organization.
- Vice President Romin Koebel:
- Romin reported on the Cambridge/Somerville hearing on the Urban Ring with Peter Calcaterra and John Deacon. J.D. had broached the concept of reactivation of the Saugus Branch as part of the Urban Ring.
- Central Artery Oversight Committee: Thought was that it should leave one of the Central Artery lanes up and make it a parkway or a busway. Unfortunately, the steel is too deteriorated for such uses.
- Treasurer John Hostage:
We have received a $1400 royalty check for Car-Free® in Boston.
3. New Business:
- Barry Steinberg presented a draft APT statement on Rail Trails, appended to this report. There were some reservations expressed, so the report was not adopted at this time. Since the next meeting of Move Mass. also discussed this subject, the paper was circulated there as a BMS/Fred Moore paper, rather than an APT paper. If Move Mass. reviews our version of the minutes of their meeting in time, they will be circulated with the next APT meeting notice.
- Romin Koebel suggested we become members of the Transportation Research Board.
